"Such codes of behavior are the norm in the modern world of public life and business, where the need for ethical standards and transparent work practices are the key to public confidence," Vatanen said in a statement.
Vatanen has promised big changes to the governing body of F1, which has been mired in scandals and off-track controversies in recent years. Mosley survived a confidence vote last year after being involved in sex acts with five prostitutes.
"The FIA is at a crossroads and you have the power to take it on the right road," Vatanen said in a letter addressed to the heads of motor sports federations around the world.
